Programs & Services

WUPPDR functions as an information services agency to local units of government in the six county region.  These services focus on economic and community development issues and the allocation of resources to resolve them.  The Commission's vision for economic and community development is strategic, comprehensive, and long-range.  Its policies regarding programming reflect this perspective.  

WUPPDR's program delivery has evolved over a quarter century and has been shaped by a number of the region's characteristics.  These include the region's rural non-farm character and its natural resource endowments; the distribution of the region's small population; its relative geographic remoteness, and its limited accessibility to transportation systems other than the automobile.   

Programs and services provided by WUPPDR are highlighted below.  Many of WUPPDR's services are available to member units of government for free or at a minimal charge.  Other services to non-members may require a cost-recapture fee. 

Regional Planning - Through a planning process that involves research, public input, and technical assistance, programs in support of economic development, protection of the environment, and the improvement of the quality of life are undertaken.  Specific areas of concern include recreation, historic preservation, transportation, housing rehabilitation, solid waste management, hazard mitigation, and public infrastructure improvements. WUPPDR also serves as a designated economic development district under the U.S. Economic Development Administration and maintains a "Comprehensive Economic Development Strategy" (CEDS) for Planning Region 13. 

Information Services - WUPPDR serves as a depository for U.S. Census and related information and maintains an extensive collection of social and economic data.  Upon request, WUPPDR prepares data reports for public and private organizations throughout the region.  The WUPPDR office also has an extensive library collection, which includes several master, land use, and recreation plans; zoning ordinances; local reports on regional planning issues; and a variety of planning publications.     

GIS/Mapping WUPPDR provides mapping services and maintains a GIS database for the six county area.  Data available includes, base information, topographical maps, digital ortho quads, parcel information, and more.  Customized mapping is available upon request.

Housing - WUPPDR serves as the administrator for single-family housing rehabilitation programs Baraga, Houghton, Keweenaw and Ontonagon Counties; a Neighborhood Preservation Program in Calumet Township; and a Rental Rehabilitation Program in the Village of Ontonagon.  The WUPPDR housing programs are ongoing efforts to improve housing stock and provide financial assistance to low/moderate income households throughout the Region.

WUPPDR is a local administrator of the MSHDA Housing Choice Rental Assistance Program. This federal program provides rent subsidies for very low income people who find their own housing in private homes and apartment buildings.

Asset Management  – The State Transportation Commission’s Asset Management Council has established procedures to begin a statewide planned asset management program.  WUPPDR and the other Regional Planning Organizations have been charged with the coordination of the Road Condition Survey, Annual Report, and Multi-Year Program recommended by the Council.

 

Other Programs & Projects

Regional Review:  WUPPDR serves as the regional clearinghouse for most federal and state funded programs.  Through this role, WUPPDR enhances intergovernmental coordination and encourages opportunities for public comment on projects of regional significance.
