Housing Rehabilitation & Housing Choice Voucher

Housing Rehabilitation Programs

WUPPDR administers housing rehabilitation programs on behalf of its member units of government.  Programs currently underway or completed include:

  • Baraga 2005-2006

  • Houghton 2005-2006

  • Keweenaw 2005-2006

  • Ontonagon 2005-2006

  • Calumet Township Neighborhood Preservation Program

  • Village of Ontonagon Rental Rehabilitation

To qualify for any of the Housing Rehabilitation Programs, properties must be located within the governmental jurisdiction, households must meet income guidelines and properties must be owner-occupied. Depending upon the year the property was built, the applicant may be required to comply with Federal Lead-Based Paint and/or State Historical Society regulations.

Applications for the programs are accepted on an ongoing basis but applicants are selected at a specified time through a lottery-type process.  

Program Guidelines

The housing rehabilitation and weatherization program assists lower income homeowners with substandard housing conditions by bringing their property up to local Housing Codes and Minimum Housing Quality Standards. Up to $25,000 in assistance is provided in the form of a lifetime deferred loan, and is used to correct deficiencies including, but not limited to, plumbing, electrical, heating, roofing and insulation. Mobile homes are not eligible for this program unless they are set on a permanent foundation and the mobile home owner owns the land under the mobile home.

To qualify for this program, the total household income may not exceed 80% of the area median income by family size. For households that earn between 51% and 80% of the area median, 60% of the cost of the project is provided in lifetime deferred loan funds with the balance from a MSHDA low-interest loan or homeowner contribution.  For households that earn below 50% of the area median income, a lifetime deferred loan for 100% of the project is provided through the program.

Housing Choice Voucher Program

WUPPDR administers the Housing Choice Voucher Program in Baraga, Gogebic, Houghton, Keweenaw and Ontonagon Counties.  This federal program provides rent subsidies for very low income people who find their own housing in private homes and apartment buildings.  MSHDA administers approximately 21,000 Housing Choice Vouchers statewide.
