Our Organization

The Western Upper Peninsula Planning & Development Regional Commission was established in 1968 and constituted under Public Act 281 of the State of Michigan.  Geographically the region consists of Baraga, Gogebic, Houghton, Iron, Keweenaw and Ontonagon Counties, which are located at the far western end of Michigan's Upper Peninsula.  These six counties conform to the regional boundaries established by then Governor Milliken in Executive Orders 1968-1 and 1974-4 which designated these counties as State Planning Region 13. 

The purpose of the regional commission is to foster stable and diversified local economies within the region.  It does this through a number of mechanisms which target local units of government and their planning and development organizations.  These mechanisms include the following:

One, it provides a forum for addressing issues that extend beyond individual governmental boundaries by fostering collaborative regional planning.

Two, it functions as an information services agency through collaboration and cooperation with other federal, state and local organizations in the dissemination of community development and economic development information.

Three, it conducts regional planning studies and maintains databases to foster the implementation of transportation, solid waste, wastewater, housing, land use and economic development programs of the state and federal government departments.

Four, it provides community planning assistance on specific projects involving recreation, fire protection, roads, railroads and bridges, public transit, sewer and water, housing rehabilitation as well as solid waste management and the arts.

Five, it attempts to seek out and capture economic development opportunities which utilize local resources. 

The commission also has the capability to provide computer mapping services (Geographical Information Systems) on a general area-wide basis, including but not limited to county base maps, land cover and specialized area maps at request. 

WUPPDR Commission

The WUPPDR Commission is made up of representatives of each of the member units of government with MSU Extension agents serving as Ex-Officio members of the Commission.  Our members include: 

  • Baraga County

  • Gogebic County

  • Houghton County

  • Iron County

  • Keweenaw County

  • Ontonagon County

  • City of Houghton

  • City of Hancock

  • Portage Township

  • Calumet Township

  • Village of Ontonagon

  • Keweenaw Bay Indian Community

2008 Meeting Schedule

All regular meetings are held at Tulppo's Restaurant in Bruce Crossing, Michigan.  The Full Commission meets on a quarterly basis while the Executive Committee meets monthly.  The Executive Committee and the Full Commission meetings begin at 5:00 PM (ET).
